دانشجویان خارجی که تحصیلات بالاتر از مقطع دیپلم را در کانادا به اتمام رسانده‌اند، این امکان را دارند که درخواست ویزای کار پس از تحصیل یا همان Post-Graduation Work Permit (PGWP) دهند و با دریافت این ویزا، در کانادا بمانند و تجربه کار کانادایی کسب کنند.
سابقه کاری که در این دوره بدست می‌آورند این امکان را به آنها می‌دهد تا برای اقامت دائم از طریق (Canadian Experience Class (CEC یا همان تجربه کانادایی اقدام کنند.

- دانشجویانی که از دانشگاه‌های کانادا فارغ‌التحصیل می‌شوند، برای دریافت مجوز کار پس از تحصیل (PGWP) به مدرک زبان با سطح CLB 7 نیاز دارند، در حالی که فارغ‌التحصیلان کالج‌های کانادا به مدرک زبان با سطح CLB 5 برای دریافت این مجوز نیاز خواهند داشت.
- دانشجویانی که از دانشگاه‌ها و کالج‌های کانادا فارغ‌التحصیل می‌شوند (به استثنای مقاطع لیسانس، فوق‌لیسانس و دکتری)، برای دریافت PGWP، باید در رشته‌های مورد نیاز کانادا تحصیل کرده باشند. این قانون تنها برای افرادی اعمال می‌شود که پرونده تحصیلی خود را از تاریخ ۱ نوامبر ۲۰۲۴ به بعد سابمیت می‌کنند.
- دانشجویان فوق لیسانس که دوره تحصیلی آنها کمتر از دو سال است، واجد شرایط ویزای کار ۳ ساله پس از تحصیل هستند.
ویزای کار پس از تحصیل از جمله اقدامات دولت کانادا برای جذب دانشجویان خارجی و حفظ آنها به عنوان نیروی کار متخصص است. به محض فارغ‌التحصیل شدن در کانادا بدون داشتن پیشنهاد کاری از کارفرمایان کانادایی، میتوانید درخواست خود برای این نوع ویزا را ثبت کنید و از زمان ارسال درخواست، برای هر کارفرمای کانادایی در هر حوزه‌ای به صورت تمام وقت کار کنید. البته این در صورتی است که استادی پرمیت شما هنوز معتبر باشد.
از طریق برنامه ویزای کار پس از تحصیل میتوانید مجوز کار آزاد (open work permit) تا سقف ۳ سال اخذ کنید. اعتبار دقیق این مجوز کار بر اساس طول دوره‌ای که از آن فارغ‌التحصیل شده‌اید، محاسبه می‌شود که در ادامه آن را برای شما بیشتر توضیح می‌دهیم.
طول مدت ویزای کار پس از تحصیل در کانادا
طول مدت PGWP حداکثر سه سال بوده و حداقل به اندازه طول دوره تحصیل شما در کانادا است. برای دوره‌هایی که کمتر از ۸ ماه هستند ویزای کار صادر نمی‌شود.
اگر بخشی از دوره تحصیلتان در خارج از کانادا بوده و سپس به عنوان دانشجوی انتقالی به کانادا منتقل شده باشید در صورتی که مدرکتان از کانادا صادر شود و مدت زمان حضورتان در کانادا بیش از ۸ ماه باشد، در این صورت واجد شرایط برای دریافت ورک پرمیت پس از تحصیل خواهید بود.
به طور خلاصه مدت زمان اعتبار ویزای کار پس از تحصیل در کانادا به شکل زیر است:
دوره تحصیلی کمتر از ۸ ماه
غیر قابل قبول برای دریافت ویزای کار.
دوره تحصیلی ۸ ماه تا کمتر از ۲ سال
ویزای کار به اندازه طول دوره تحصیلی.
استثنا: فارغ‌التحصیلان مقطع فوق لیسانس واجد شرایط ویزای کار ۳ ساله هستند (حتی اگر دوره آنها کمتر از ۲ سال باشد).
دوره تحصیلی ۲ سال و بالاتر
ویزای کار ۳ ساله.
مثال ۱: اگر دوره لیسانس یا دکترا خوانده‌اید و طول دوره ۴ سال بوده، به شما ۳ سال ویزای کار داده می‌شود.
مثال ۲: اگر دوره فوق لیسانس شما ۲ سال بوده، ویزای کار شما ۳ ساله خواهد بود.
مثال ۳: اگر دوره فوق لیسانس شما ۱ سال بوده، ویزای کار شما ۳ ساله خواهد بود.
مثال ۴: اگر دوره کالج ۹ ماهه گذرانده‌اید ویزای کار کانادای شما ۹ ماهه خواهد بود.
فقط یک بار امکان دریافت ویزای کار پس از تحصیل از اداره مهاجرت کانادا (IRCC) وجود دارد.
شرایط مورد نیاز برای ویزای کار پس از تحصیل در کانادا
شرایط عمومی
در صورت داشتن شرایط زیر میتوانید برای اجازه کار پس از تحصیل PGWP اقدام کنید:
- در دوره آموزشی آکادمیک و یا فنی موسسات و دانشگاه‌های کانادا تحصیل خود را به اتمام رسانده باشید. طول دوره باید بیشتر از ۸ ماه باشد.
- این دوره آموزشی باید منجر به دریافت مدرک و یا گواهی تحصیلی شود.
- وضعیت اقامتتان در تمام طول مدت تحصیل باید به صورت قانونی و تحصیل شما تمام وقت بوده باشد.
- فارغ‌التحصیل شده باشید و از دانشگاه نامه رسمی مبنی بر اتمام تحصیل خود دریافت کنید.
- ممکن است مدرک خود را چند ماه پس از فارغ‌التحصیلی دریافت کنید. بنابراین با نامه رسمی دانشگاه و ریز نمرات هم میتوانید برای ویزای کار پس از تحصیل اقدام کنید.
- از یکی از مؤسسات زیر فارغ‌التحصیل شده باشید:
- مؤسسات دولتی که دوره‌های تحصیلی بالاتر از مقطع دبیرستان برگزار می کنند. مانند کالج، مؤسسات فنی و حرفه ای، دانشگاه و یا GEGEP در کبک. این موسسات باید دارای DLI (مورد تایید اداره مهاجرت کانادا) باشند.
- موسسات خصوصی که دوره‌های تحصیلی بالاتر از مقطع دبیرستان برگزار می کنند و تحت مقررات و قوانین مشابه با قوانین مؤسسات دولتی فعالیت می‌کنند.
- از یکی از نهادها یا موسسات خصوصی کانادا فارغ‌التحصیل شده باشید که تحت قوانین محلی صلاحیت اعطای مدرک تحصیلی (به طور مثال، مدرک لیسانس، ارشد و دکترا) به دانشجویان را داشته باشند.
- اگر در ترم آخر تحصیل خود همه شرایط به جز تحصیلات تمام وقت را داشته باشید، همچنان میتوانید برای مجوز کار پس از تحصیل (PGWP) درخواست دهید. برای مثال، اگر در ترم آخر خود فقط باید دو واحد بگذرانید و تحصیلتان تمام وقت نباشد، همچنان واجد شرایط ویزای کار پس از تحصیل هستید.

شرایط اختصاصی جدید
اگر ویزای تحصیلی خود را قبل از ۱ نوامبر ۲۰۲۴ سابمیت کرده‌اید
- اگر در مقطع لیسانس، فوق لیسانس، دکتری یا هر مقطع دیگری از دانشگاه‌های کانادا فارغ‌التحصیل شده‌اید، باید مدرک زبان در سطح CLB 7 داشته باشید.
اگر از دوره‌های تحصیلی کالج‌های کانادا فارغ‌التحصیل شده‌اید، باید مدرک زبان در سطح CLB 5 داشته باشید.
اگر ویزای تحصیلی خود را از تاریخ ۱ نوامبر ۲۰۲۴ به بعد سابمیت کرده‌اید
- اگر در مقطع لیسانس، فوق لیسانس یا دکتری از دانشگاه‌های کانادا فارغ‌التحصیل شده‌اید، باید مدرک زبان در سطح CLB 7 داشته باشید. تمام رشته‌های تحصیلی واجد شرایط هستند.
- اگر در سایر مقاطع از دانشگاه‌های کانادا فارغ‌التحصیل شده‌اید، باید مدرک زبان در سطح CLB 7 داشته باشید. همچنین باید در یکی از رشته‌های مورد نیاز کانادا تحصیل کرده باشید.
- اگر از دوره‌های تحصیلی کالج‌های کانادا فارغ‌التحصیل شده‌اید، باید مدرک زبان در سطح CLB 5 داشته باشید. همچنین رشته تحصیلی شما باید جزو رشته‌های مورد نیاز کانادا باشد.

چه کسانی واجد شرایط دریافت ویزای کار PGWP نیستند؟
- قبلا ورک پرمیت پس از تحصیل گرفته باشند.
- دوره‌های آموزش زبان انگلیسی و یا فرانسه به عنوان زبان دوم را گذرانده باشند.
- در دوره‌های عمومی و دوره‌های افزایش مهارت های شخصی شرکت کرده باشند.
- دانشجویان کالج‌های خصوصی که در دوره‌های تحصیلی با مشارکت کالج‌های دولتی شرکت می‌کنند.
- از بورسیه Government of Canada Awards Program funded by GAC استفاده کرده باشند.
- در برنامه Equal Opportunity Scholarship, Canada-Chile شرکت کرده باشند.
- در برنامه Canada-China Scholars Exchanges Program شرکت کرده باشند.
- در برنامه Organization of American States Fellowships Program شرکت کرده باشند.
- در برنامه Organization of American states fellowship شرکت کرده باشند.
- بیشتر دوره تحصیلی خود را به صورت آنلاین و از راه دور گذرانده باشند.
- در مؤسسه‌ای غیر کانادایی واقع در کانادا (فارغ از مدت زمان تحصیل و اقامت در کانادا) تحصیل کرده باشند.
مدارک لازم برای درخواست ویزای کار PGWP
- داشتن یکی از مدارک زیر:
- مدرک پایان تحصیل
- ریز نمرات رسمی پایان تحصیل
- نامه رسمی از دانشگاه که در آن فارغ‌التحصیلی دانشجو تایید شده باشد
- استادی پرمیت معتبر
- پاسپورت معتبر
- یک قطعه عکس ۳.۵ در ۴.۵
- فرم‌های مرتبط
مهلت اقدام برای ویزای کار پس از تحصیل در کانادا
مهلت درخواست برای ویزای کار پس از تحصیل در کانادا (PGWP) ۱۸۰ روز (شش ماه) است. این زمان از اولین روز فارغ‌التحصیلی شروع می‌شود. یعنی پس از دریافت ریز نمرات و نامه رسمی از یک مؤسسه دارای DLI که لازمه اقدام برای اجازه کار پس از تحصیل است.
نکته بسیار مهم
در زمان درخواست برای ویزای کار پس از تحصیل باید استادی پرمیت (مجوز تحصیل) معتبر داشته باشید و تاریخ اعتبار آن منقضی نشده باشد.
اگر اعتبار استادی پرمیت قبل از دریافت ریز نمرات به اتمام برسد، دو گزینه وجود دارد:
- درخواست برای ویزیتور رکورد (Visitor record) برای ماندن بیشتر در کانادا یا
- ترک کانادا و ارائه درخواست برای ویزای کار پس از تحصیل
این نکته از این نظر حائز اهمیت است که به محض فارغ‌التحصیلی دیگر امکان کار کردن در کانادا را ندارید مگر این که برای PGWP درخواست داده باشید.
اگر استادی پرمیت قبل از اپلای برای PGWP منقضی شود چه باید کرد؟
اگر وضعیت خود را به ویزیتور رکورد تغییر نداده باشید و استادی پرمیتتان هم منقضی شده باشد، فقط ۹۰ روز از زمان انقضای استادی پرمیت فرصت دارید تا برای PGWP اپلای کنید و وضعیت خود را مجددا به حالت دانشجو در آورید (Restore your status as a student).
برای بازگرداندن وضعیت خود به حالت دانشجو باید:
- به صورت آنلاین برای PGWP درخواست دهید و مبلغ ۲۲۵ دلار پرداخت کنید و
- برای بازگرداندن وضعیت خود به حالت دانشجو درخواست دهید و مبلغ ۳۵۰ پرداخت کنید.
- پس از پرداخت مبلغ مربوط به درخواست برگشت وضعیت به حالت دانشجو باید رسید آن را به اپلیکیشن آنلاین PGWP ضمیمه کنید.
نکات مهم
- تا زمانی که استادی پرمیت و ورک پرمیت شما تایید نشود، اجازه کار ندارید.
- اگر در بازه زمانی ۹۰ روزه درخواست خود را ارسال نکنید، و یا ۹۰ روز گذشته باشد، باید کشور کانادا را ترک کنید.

Maintained Status که قبلا Implied Status نامیده می‌شد به وضعیتی گفته می‌شود که در آن برای وضعیت مهاجرتی جدیدی درخواست می‌دهید اما قبل از آن که نتیجه را دریافت کنید وضعیت مهاجرتی فعلی شما منقضی می‌شود. با این حال میتوانید با حفظ همان وضعیت مهاجرتی قبلی (Maintained Status) در کانادا بمانید، یا تحصیل کنید و یا به کار خود ادامه دهید.
Maintained Status در دو حالت اتفاق می‌افتد:
- تمدید وضعیت مهاجرتی
برای مثال، شما با استادی پرمیت در حال تحصیل هستید اما تاریخ اعتبار آن رو به اتمام است و برای تمدید آن درخواست می‌دهید. اگر نتیجه درخواست تمدید استادی پرمیت خود را به موقع دریافت نکنید و استادی پرمیت شما باطل شود، با حفظ همان وضعیت قبلی خود میتوانید به تحصیل ادامه دهید.
تمدید استادی پرمیت فقط برای دوره‌های تحصیلی در موسسات آموزشی دارای DLI امکان پذیر است.

- تغییر وضعیت مهاجرتی
برای مثال، استادی پرمیت دارید و برای تغییر آن به ورک پرمیت اقدام می‌کنید. اگر قبل از دریافت نتیجه ورک پرمیت، استادی پرمیت شما منقضی شود، نیازی به ترک کشور نیست و میتوانید همچنان با وضعیت مهاجرتی قبلی در کانادا بمانید.
مراحل دریافت ویزای کار بعد از تحصیل در کانادا
درخواست ویزای کار PGWP به صورت آنلاین و از طریق پورتال دولت کانادا انجام می‌شود و شامل مراحل زیر است:
مرحله اول: تمام مدارک مورد نیاز که در بخش‌های قبل گفته شد را جمع آوری و اسکن کنید.
مرحله دوم: پرونده خود را به همراه تمامی فرم‌ها و مدارک در پورتال آپلود کنید.
مرحله سوم: هزینه بررسی پرونده یا همان اپلیکیشن فی (۲۵۵ دلار کانادا) را پرداخت کنید.
مرحله چهارم: پرونده را سابمیت کنید و منتظر دریافت ورک پرمیت خود باشید.
پاسخ به سوالات شما
در صورتی که دوره تحصیلی خود را در زمانی کمتر از مدت استاندارد آن به اتمام برسانید، کل مدت زمان دوره شما برای محاسبه اعتبار PGWP ملاک قرار می‌گیرد.
برای مثال، اگر یک دوره یک‌ساله را ظرف ۸ ماه به پایان برسانید، ویزای کار پس از تحصیل با اعتبار یک‌ساله دریافت خواهید کرد.
دانشجویانی که از داخل کانادا درخواست می‌دهند:
اگر بیش از ۵۰ درصد از دوره خود را به صورت آنلاین یا از راه دور گذرانده باشید، واجد شرایط دریافت PGWP نیستید.
اگر دوره شما به دلیل پاندمی کرونا به صورت آنلاین برگزار شده باشد، مدت زمانی که به صورت آنلاین در داخل کانادا تا تاریخ ۳۱ آگوست ۲۰۲۴ گذرانده‌اید، همچنان برای محاسبه PGWP شما محاسبه می‌شود.
دانشجویانی که از خارج از کانادا درخواست می‌دهند:
به طور کلی، اگر بیش از ۵۰ درصد از دوره خود را به صورت آنلاین یا از راه دور گذرانده باشید، واجد شرایط PGWP نیستید. اما تحت شرایط زیر میتوانید درخواست PGWP کنید:
- اگر دوره تحصیلی شما بین مارس ۲۰۲۰ و آگوست ۲۰۲۱ بوده است (قوانین مرتبط با پاندمی کرونا).
- اگر دوره تحصیلی شما بین ۱ سپتامبر ۲۰۲۲ و ۳۱ آگوست ۲۰۲۴ شروع شده است، باید حداقل ۵۰ درصد از دوره خود را در داخل کانادا (به صورت حضوری یا آنلاین) گذرانده باشید. در این حالت، مدت زمانی که به صورت آنلاین در خارج از کانادا تحصیل کرده‌اید، برای محاسبه PGWP شما در نظر گرفته می‌شود.
- اگر دوره تحصیلی شما از تاریخ ۱ سپتامبر ۲۰۲۴ به بعد شروع شده است، باید حداقل ۵۰ درصد از دوره را به صورت حضوری در داخل کانادا گذرانده باشید. در این حالت، مدت زمانی که خارج از کانادا تحصیل کرده‌اید، از مدت زمان اعتبار PGWP شما کاسته می‌شود.
زمانی که برای ویزای کار پس از تحصیل اقدام می‌کنید، اگر در آن زمان مشغول به کار باشید همسر شما با ویزای اوپن ورک پرمیت می‌تواند به کار خود ادامه دهد، اما اگر مشغول به کار نباشید، همسر شما باید وضعیت ویزای خود را به ویزای توریستی تغییر دهد و هر زمان شما مشغول به کار شدید، ایشان مجددا می‌توانند ویزای خود را از توریستی به ویزای کار تغییر دهند.
هزینه کنونی ویزای کار پس از تحصیل، ۲۵۵ دلار کاناداست. این مبلغ متشکل از دو رقم است: ۱۵۵ دلار هزینه اجازه کار و ۱۰۰ دلار هزینه Open work permit یا ویزای کار آزاد است.
ویزای کار پس از تحصیل بیشتر از مدت زمان مجاز ویزای تحصیلی قابل تمدید نیست. وقتی یک ویزای کار پس از تحصیل در حال اتمام است، اگر متقاضی قصد ماندن در کانادا و کار کردن را داشته باشد باید برای نوع دیگری از ویزا درخواست دهد.
افراد فارغ از تعداد مدارک اخذ شده در کانادا، فقط یک بار می توانند ویزای کار پس از تحصیل دریافت کنند.
دارندگان این نوع ویزا می توانند در هر کاری، برای هر کارفرما و در هر کجای کانادا کار کنند.
بله، متقاضی می تواند هر دو درخواست را به طور همزمان ارائه کند. ویزای کار پس از فارغ التحصیلی روشی پرطرفدار برای فارغ التحصیلان است که در کانادا بمانند تا پرونده قامت دائم آنها بررسی شود.
در بعضی موارد یک دانشجو در پایان تحصیلات خود یک یا چند درس باقی مانده دارد و در نتیجه در ترم آخر تحصیل او به صورت پاره وقت خواهد بود. در این صورت، تحصیل دانشجو به صورت تمام وقت تلقی می شود و ویزای کار پس از فارغ التحصیلی وی تحت تأثیر قرار نمی گیرد.
در این حالت، ویزای کار پس از فارغ التحصیلی فقط برابر با مدت زمانی که فرد در کانادا مشغول به تحصیل بوده است، صادر می شود. برای مثال، اگر یک دانشجوی مقطع لیسانس، سال آخر تحصیلات خود را در یک مؤسسه کانادایی بگذراند، یک ویزای کار پس از فارغ التحصیلی با اعتبار حداکثر یک سال دریافت خواهد کرد.
فرزندان متقاضی می توانند به صورت همزمان درخواست ویزای ویزیتور و یا تحصیلی دهند. مدارک و هزینه اضافی اعمال خواهد شد.
خانواده متقاضی برای ادامه اقامت در کانادا باید ویزای مناسب دیگری دریافت کنند تا در زمان ویزای کار پس از فارغ التحصیلی نیز بتوانند همراه متقاضی در کانادا بمانند.
اجازه تحصیل و یا کار ویزا نیستند و اجازه بازگشت داوطلب به کانادا را نمی دهند. اگر ویزای اقامت موقت متقاضی هنوز اعتبار داشته باشد و اجازه تحصیل وی نیز معتبر باشد، می تواند به کانادا بازگردد. اگر ویزای کار پس از فارغ التحصیلی زمانی که متقاضی در خارج از کاناداست، تأیید شود، متقاضی به عنوان نیروی کار وارد کانادا خواهد شد.
ویزای کار پس از فارغ التحصیلی تنها تا اتمام اعتبار پاسپورت معتبر است. برای ارائه درخواست ویزای کار پس از فارغ التحصیلی در صورتی که اعتبار پاسپورت به میزان مورد نیاز نباشد، باید پاسپورت را تمدید کرد.
در حال حاضر مدت زمان جواب سفارت کانادا برای پرونده‌های PGWP که به صورت آنلاین سابمیت شده‌اند، ۱۲۰ روز است.
